Loners are allowed to create their own groups. However, these groups cannot be similar to DreamClan because they do not have warrior ancestors, medicine cats, or a warrior code. Your loner cat may try to make their own group inside the Twoleg city or in the Unclaimed territory.
If your loner's group gets big enough, maybe they could be used for a plot or even become official on the website!
